MTA finally details its plan to deal with Penn Station repairs

Image by Kev Harb via flickrWith six weeks of infrastructure repairs at Penn Station beginning in July, the “summer of hell” for commuters is quickly approaching. In response, the Metropolitan Transportation Authority has finally announced its plan to deal with Amtrak’s plan to close some of the station’s 21 tracks for renovations. As Crain’s reported, the MTA will shift three nighttime trains to rush hour and add about 36 cars, while also offering transit alternatives like ferry and bus services. The shutdown will force the MTA to cancel or divert 15-weekday trains between 6 a.m. and 10 a.m., affecting nearly 9,600 LIRR morning commuters,  set to begin July 10.

Governor Cuomo and the MTA announce a competition to fix the NYC subway system

Image via Alan Bloom/Flickr Seeking innovative solutions to fix the mess that is the New York City transit system, Governor Cuomo on Tuesday launched a competition called the “MTA Genius Transit Challenge.” Just one of the governor’s recently proposed ideas to fix the subway, the international competition challenges participants to develop ideas for better signaling, new car designs, and WiFi throughout the system, including in tunnels. The winner of each category will receive $1 million and a possible contract deal with the state. In addition to the challenge, Cuomo announced he has created a Penn Station Task Force to devise alternative transportation solutions during Amtrak’s track work at the station this summer.

Governor Cuomo asks Trump for emergency assistance during Penn Station repairs

As his administration finalizes its budget plan, Governor Cuomo wrote a letter Sunday to President Trump asking for emergency federal funds to lessen what he called Penn Station’s “summer of agony,” reports the Daily News. With six weeks of infrastructure repairs coming to the transit hub this July and August, the governor said the station’s daily flow of 600,000 passengers will face a 20 percent reduction in service during peak hours while Amtrak shuts down some of its tracks, which will then have a ripple effect on the subway system and regional transit.

Amtrak may relocate to Grand Central as Penn Station undergoes repairs

With major infrastructure repairs taking place at Penn Station this summer, state officials have suggested rerouting some Amtrak trains to Grand Central Terminal to ease train congestion. While no plans have been finalized, and it’s still unclear how long the switch would take to begin, crews are already training for the new path down Park Avenue into Grand Central, as Politico NY reports. Swapping stations, however, could cause temporary problems at the 42nd Street transit hub, which currently serves 750,000 passengers per day on four commuter lines via Metro-North.

To ease Penn Station woes, a new plan calls for a transit hub in Sunnyside, Queens

With its constant delays and malfunctions, Penn Station is becoming a worse and worse nightmare for countless commuters and visitors. Last year, Governor Cuomo revealed a plan to redevelop the train hub, one of the busiest in the country, by building a new train hall with restaurants and shops, but while the artful renovation will make Penn Station more attractive, it will do little to address the passenger congestion problem, according to think tank, ReThink Studio (h/t Crain’s). In response, the group came up with an idea called ReThinkNYC that would create a new transit hub in Sunnyside, Queens, to connect commuter lines with the subway system. Instead of making Penn Station the final stop for NJ Transit and LIRR commuters, trains would pass through instead of stopping and turning around.

Finance firms in talks to move to Vornado’s proposed Hotel Pennsylvania-replacing supertall

Plans to replace the century-old Hotel Pennsylvania with a 1,216-foot office building have surfaced again. Financial firms Morgan Stanley and Deutsche Bank are reportedly contemplating a move to Vornado Realty Trust’s planned supertall skyscraper, 15 Penn Plaza, according to the Post. Vornado first won the city’s approval in 2007 to build a supertall at the location of Hotel Pennsylvania on Seventh Avenue and nearly signed a deal with Merrill Lynch to be a tenant until the financial crisis dissolved the agreement. This design, by Pelli Clarke Pelli, is being presented to the firms along with new options says a source.

Work to begin this spring on Penn Station-Moynihan Train Hall complex

This spring, the 650,000 commuters who travel through Penn Station daily may finally start to witness Governor Cuomo’s $1.6 billion plan to revamp what he called the “overcrowded, decrepit and claustrophobic” station into a more spacious and high-tech transit hub. As the Daily News reports, the first phase of the overall Moynihan Station Development Project will begin soon, extending Penn Station’s West End Concourse to reduce congestion. The second phase will transform the James A. Farley Post Office into the new Moynihan Train Hall, which will hold more than 112,000 square feet of retail and 588,000 square feet of office space, in addition to new ticketing and waiting areas for Amtrak and Long Island Railroad passengers.

Emergency ferry route between N.J. and Midtown will become permanent this fall

Following the recent Penn Station train derailment and subsequent delays during the busy weekday commute, NY Waterway launched an extra ferry route running from Hoboken to Midtown Manhattan. Now, NJ.com reports, that ferry service will become permanent starting in September of this year. The new ferry will run between between West 39th Street and Hoboken terminal according to NY Waterway president and founder Arthur Imperatore Sr.

Amtrak’s Hudson River tunnels project could bring 3 years of traffic jams

Back in January, Amtrak unveiled its $24B Gateway Program, a plan that would overhaul the Hudson River rail tunnels by building a brand new tunnel and repairing another that is currently in disrepair. Work under the plan would also encompass expanding Pennsylvania Station in Manhattan and replacing rail bridges in New Jersey. While details on the course of construction were previously thin, according to draft proposals obtained by Reuters, we now know that work on the new tunnel will begin in 2019, and the West Side Highway could be subject to three years of traffic jams as a result.

Proposed Penn Station-topping free-fall ride gets new video, details

When developers at Brooklyn Capital Partners and designers at AE Superlab revealed their proposal to erect the world's tallest free-fall ride atop Penn Station, it seemed like perhaps a commentary on Governor Cuomo's big-ticket overhaul of the station. But in fact, the team hoped their 1,200-foot Halo, as it's being called, would rise along with the renovations, serving as "an interactive beacon for the city." As 6sqft reported, "the ride’s 11 cars... could be modified to move as quickly as 100 miles per hour giving it a top-to-base free fall of about six seconds." A freshly uncovered video shows this in action, and a new project website provides more details on the logistical components, 20-month construction time period, and $130 million in annual projected revenue.

Vishaan Chakrabarti reveals idea to repurpose Madison Square Garden as part of the Penn Station overhaul

Earlier this week, Governor Cuomo revealed plans to transform a revamped Penn Station-Moynihan Train Hall complex into a "world-class 21st century transportation hub." Despite the flashy new renderings and promise of a 2020 completion date, not everyone is sold on the plan, including Vishaan Chakrabarti, former principal of SHoP Architects and founder of the Practice for Architecture and Urbanism. As outlined in the Times, he feels that Cuomo's scheme has one glaring omission--Madison Square Garden. Instead of demolishing the arena, as earlier plans had called for, Chakrabarti proposes repurposing it and "using its stripped skeleton to make a glass pavilion, which becomes a neighborhood gathering spot, not just a station." The venue would then move to the west end of the Farley Building.

MTA board member asks who will pay for Penn Station overhaul

As 6sqft previously reported, Governor Andrew Cuomo announced plans early this week for a $1.6 billion overhaul of Penn Station, and further details revealed that the Metropolitan Transportation Authority would be responsible for $150 of the project's costs. Since those plans were released, questions have been raised about where that organization's share of the tab would be coming from in an already stretched budget.

POLL: Do You Prefer Bjarke Ingels’ Wave-Like Tower or the Free-Fall Ride for Penn Station?

While Governor Cuomo is busy trying to make his plans for $3 billion in renovations at Penn Station a reality, developers are hot to come up with a new design for 2 Penn Plaza, the tower directly above the station and Madison Square Garden. Vornado Realty Trust, who owns roughly nine million square feet around Penn Station including 2 Penn Plaza, released renderings in March for a glassy, wave-like tower by starchitect of the moment Bjarke Ingels. The concept is quite a departure from the current, stale state of the site, but yesterday an even more futuristic idea came to the table. Brooklyn Capital Partners tapped AE Superlab to create a plan for the world's tallest free-fall tower ride above the station. "Halo," as it would be called, would rise 1,200 feet from the roof, have 11 cars, and move as quickly as 100 miles per hour, giving it a top-to-base free fall of about six seconds. BIG's design wouldn't change much in the way of 2 Penn Plaza's current configuration, but it would create more retail space at the base. Halo, though it would cost $637 million to build, claims it would bring in up to $38 million a year for the state. Since Brooklyn Capital is contending with Vornado Realty Trust and Related Companies to upgrade the space, we want to know which of these ideas you think is a better fit.

Developer Wants to Erect the World’s Tallest Free-Fall Ride Atop Penn Station

Observation decks boasting panoramic city views have been to date the way to add a "thrill-seeking" element to new developments, but here's a new proposal that really wants visitors to throw their arms up in excitement. As the Daily News first reports, two Brooklyn developers want to turn the top of Penn Station into the world's tallest free-fall tower ride, an idea that would be developed alongside all the renovations planned for the outdated transit hub. "Halo," as it would be called, is the work of AE Superlab and would rise an incredible 1,200 feet from the roof of Madison Square, or be tacked onto the back of the adjacent Farley Post Office, which is slated to be converted into a waiting hall to support expanding station. And in addition to Halo's towering height (to put that 1,200 feet in perspective, the Empire State Building is 1,250 feet at its parapet), the ride's 11 cars would boast adjustable speeds. Cars could be modified to move as quickly as 100 miles per hour giving it a top-to-base free fall of about six seconds.

Transit Think Tank Says MSG Move Could Be a $5B Example of ‘Architects Run Wild’

Moving MSG to make room for a bigger, better Penn Station train hub would be really expensive and probably not a good idea, according to a new report by transit think tank Rudin Center for Transportation Policy. Commercial Observer reports that the just-released study outlines the concern that moving the arena would come with a price tag of over $5 billion, take, like, forever, and would generally "become an urban planner’s worst nightmare." The study refers to the proposed overhaul of Pennsylvania Station and the idea of extending it to the post office off Eighth Avenue as well as suggestions by urban planners for relocating MSG.

Bjarke Ingels Reveals Glassy Wave-Like Design for 2 Penn Plaza Overhaul

Another day, another reveal from Danish wunderkind Bjarke Ingels. This time the starchitect has taken on a project at much-loathed Penn Station, transforming 2 Penn Plaza (the tower directly above the station and Madison Square Garden) from a nondescript, monolithic slab to a shiny, playful tower. The renderings, first spotted by NY Yimby, show a somewhat typical glass mass, but the fun begins above the ground levels, where a wave-like canopy of glass panels ushers people in to a new retail base.

Amtrak Estimates Penn Station and Hudson River Tunnel Projects Will Cost $24B

When Governor Cuomo announced his $3 billion revamp of Penn Station earlier this month, skeptics were quick to point out that all the glassy new structures and reconfiguration of waiting rooms won't do anything to help the fact that the Hudson River rail tunnels are crumbling. Clearly on the same page, Amtrak announced yesterday a detailed overview of the entire infrastructure project, and it comes in at a whopping $23.9 billion. According to the Times, "the largest share of about $7.7 billion [will go towards] building the new Hudson tunnel and repairing the existing tunnel. The project includes a host of other elements, including expanding Pennsylvania Station in Manhattan at an estimated cost of $5.9 billion, and replacing rail bridges in New Jersey."

Renderings Revealed for Governor Cuomo’s $3B Penn Station Overhaul

6sqft asked readers yesterday if Governor Cuomo would finally be able to get the Penn Station overhaul off the ground, after various news outlets reported that he would be announcing a plan to do just this. The majority of you said it wasn't going to happen, but it looks like the long-envisioned project has just gotten one step closer to reality. During a press conference yesterday at Madison Square Garden, the Governor revealed that he'll be heading up a major revamp of Penn Station, which he called "un-New York," according to Gothamist. The more than $3 billion redevelopment has been dubbed the Empire Station Complex, and a request for proposals will go out this week, due back in 90 days (not good news for the decade-old deal with developers Related Cos. and Vornado Realty). As expected, it includes the long-stalled Moynihan Station project that will convert the adjacent Farley Post Office into a large waiting area, similar in size to the main room at Grand Central. This will increase the size of the nation's busiest transit hub by 50 percent and will connect to the current station by a network of underground tunnels. Though several options are on the table for a redesign, the renderings released by the Governor's office show a glassy and light structure that's quite unlike the current space that Cuomo described as "dark, constrained, ugly, a lost opportunity, a bleak warren of corridors… a miserable experience and a terrible first impression."

State May Reboot Plan for Penn Station Expansion at the Farley Post Office

In 2005, the state selected the Related Cos. and Vornado Realty to oversee a $900 million redevelopment of the Penn Station-adjacent James A. Farley Post Office. The project, which came to be known as Moynihan Station, would have turned the full-block structure into an annex for Penn Station. The developers twice tried and failed to move Madison Square Garden into the space; they were also unsuccessful attracting a community college or CBS to the location. And after a promise to close this year on the deal was left empty, Governor Cuomo seems to have had enough. The New York Times reports that he and state officials met with Related and Vornado last week to voice frustrations about the long-stalled project and express the possibility that they'll be replaced.
